Very dangerous.
The risks of visiting Cairo as a tourist include such life threatening issues as:
Getting scratched by an adorable stray kitten.Eating too much hummus and entering a food coma for 12 hours.Falling in love with one of the stray cats or dogs and enduring heartbreak when you have to leave them.Blisters/sunburn because there is so much to do there that you will never want to stop exploring.A darling Egyptian grandmother pinching your cheek so hard that it never goes back to shape.The mental agony of choosing which ful and falafel stand to get your breakfast from.Burning your feet on the sand at the beach as you dash from the sea to your umbrella after swimming in the beautiful sea.The struggle of making too many friends then having to leave them.
Enter at your own risk.
Joking aside, there are risks to every country but Egypt is statistically safer than Western countries. Unless you act like an idiot (e.g. not drinking enough water in the heat, walking in front of cars etc). Other than that it is perfectly safe.
